Create a script that plot lines and % range?

So Hello glad I found yall.
I am a new trader for 4 months now. Working in youtube streams in a class with about 8 members and our mentor is a 20 year trader. I want to make an indicator that draws a price line with the following choices
High and Low with ability to turn off the low.
Ability to assign a % range to stay within based on 3 year time frame true high.
The line should grab the most touch points within the chosen % range.
Draw a horizontal line for those averaged points.
Chose the color, style, weight of line.
Or if there is a way to use the already existing price level and automate it through a script that make be more feasible.

I updated the code to only show the line if the price is within 12.5% from the 52 wk hi. The corrected code will support Fit Studies on chart setting. Good luck! cabe1332
