test price for integer

I want to test if the dollar price on a stock is an Integer or a fraction (decimal)

def PriceIsInteger = if close == Integer then 1, else 0;

example if the price at the close is 1.00 then true if the price at the close is 0.99 then false if the price at the close is 1.01 then false. also for 2.01 and 3.01 etc... would be false

can this be done?

Now I want to expand on this

how do I test if both conditions are true. it is an integer plus a user defined number such as $0.50
so if the value is $1.50 then true if $1.51 then false

the purpose of this script is to alert when a psychological level is support/resistance and have the user define the number of pennies such as 0.00 0.25 0.50 and 0.75 all good psychological resistance/support levels as targets.
