Tack: Always On Top For ThinkOrSwim

So my chart window ( Flexible and the grid version) the tack is always Gray. I don't see a blue option. It's just always been Gray tack. However, when I hoover over the Gray Tack, it states " always on top". and if I click on it and I drag another window, the tacked chart will be front and the other window I'm dragging will be behind. Am I missing an accessibility option?

If you are opening other apps: chrome, discord, mail, etc... And if you want your chart, grid, watchlist, scanner, etc.. to appear on top of those apps. Then click on the tack. The tack will change from being diagonal to vertical; no it does not change color.
