Stocks With Highly Active Tick Count Color Coded Column Watchlist

Hello, I use tick charts to day-trade and I would like to know if there is any code out there to highlight on a watchlist stocks with very active tick counts. The ideal code would be akin to the Sizzle Index and color coded to show "active" vs "inactive." Active would mean that the stock is trending up or down with a tick count of 333 that is going up in a relatively quick amount of time (1 to 2 mins). The code would work with any stock. Below is the watchlist and quote columns that I use to identify the stocks. Any help pointing me in the right direction or taking on this task would be appreciated. Thank you.

The problem with your request is the definition of active. What is considered 'active' at noon might be turtle-speed at 9am
And what is active for Apple could be turtle-speed for Gamestop.

I don't think it can be done.
