Scan 10% From 52 Week High

All,
Can anyone assist me in what I thought was going to be a fairly easy task? I am simply trying to add criteria to an existing scan that will have the closing price on the daily 10% or greater / below the 52 week high.

Plot Scan  = Close >= Level;
