Reference an indicator for one market and be able to put it on any market?

I would like to know how to reference an indicator for one market and also be able to put that indicator on any market chart I want.
So I need to know how to make an indicator that has red and green dots to show if the IWM is above or below the 100 mov. avg.,
but also be able to put that indicator on any chart showing what the IWM is doing?
So in other words:
Have an indicator showing the above for IWM. But also be able to put that indicator on say an Apple chart, to see what the IWM is doing as far as being above or below the 100 avg.
Hope I explained what I am thinking about clearly.
Also if something like this has already been explained on this forum, please lead me to those sections.
I couldn't figure out hope to search for this.

Sorry I haven't checked in lately.
But I would like to have the dots going across the bottom of the chart that is showing or have them in a lower indicator screen.
The idea is to mainly show an indexes or sectors strength while looking at any charts in that certain index or sector.
Also it could be dots or line etc. as far as the plot.
