Creating a custom scan?

Before I venture into learning how to write code for tos, I wanted to know how difficult it would be to create a study/scan that would enable me to search for stocks trading at a specific price in the past? An example would be scanning for stocks trading at $12.00 exactly one year ago. Is something like this possible, and if so, how difficult would it be on tos? I don't know the first thing about writing code but am willing to put the effort into learning is this is possible. Thank you.

That is possible, yes. It depends your definition of "exactly" though.
