Up and Down arrows come and go

I am throwing up and down arrows based on certain conditions. My understanding is that once an arrow appears on the chart it should never go away for that instance in time. My up and down arrows appear and disappear at times in the past. I'm referencing data n periods in the past to get Moving averages, etc. but that shouldn't change the condtion that existed in the past that caused the arrow to be plotted. Any ideas on this?
