Besides the TOS default aggregation periods (https://tlc.thinkorswim.com/center/reference/thinkScript/Constants/AggregationPeriod), is there a way to set the period to something like 45 mins or 90 mins?

As @halcyonguy pointed out, the chart aggregation can be set to any customized timeframe.
If your question is whether the aggregation in scanners, watchlists, and conditional orders can be customized, the answer is no.

The ToS platform only provides these pre-set timeframes for use in the Condition Wizard:
