Tracking 1-min indicators and push alerts

Hello all, hoping one of you awesome folks can direct me to the right resources :)

I'd like to write a custom indicator (or something similar) that tracks a couple of indicators on 1-min charts and pushes a mobile alert when my conditions are satisfied. As an example: if indicator-1 is lower than indicator-1 in the previous minute AND if indicator-2 is lower than indicator-2 in the previous minute, then push an alert.

The push-alert functionality seems to be available in ToS, but I could use your expertise with the other stuff. Thank you so much!
