Looking at the ThinkorSwim InertiaAll statistical function documentation, I noticed it says:

P.S. For clarification, the time interval I'm referring to is the interval within your selected time frame. For instance, you may be on the aggregation period of 1 minute, but may have the time interval of 3 days.
If you specify length, the approximation is applied only for the last length bars of the plot, otherwise the approximation is applied for the entire plot and it is calculated based on all bars from the plot.
