High/low displayed on chart and scanner for those stocks

I am new to TOS
i have 3 charts on my screen.
5m, 15m, 1hr
on most occassions, i see High or low on the chart and these values differ on each chart
are these high for that particular time frame?
can we scan stocks that had these high or low alerted in the last 3 candles but not on current candle?
i know if a stock is trneding in one particular direction, the high/low keeps moving and hence they may appear repeatedly.
sorry if i dont make sense.
i am trying to find these stocks and monitor them for reversal like a RSI hitting peak and going down.

What high are you looking at specifically - each candle, perhaps the status bar, or do you have some sort of indicator on the chart? It almost sounds like you've got something plotting the highest high, and the lowest low, over a short length of bars, but I could be wrong. You really need to clarify, maybe take a screen shot and draw a circle around what you're talking about, if possible.
