Creating a time frame for an RSI cross in the recent days, Plus a current RSI crossing?

Is there a way to put a timeframe on an indicator? This is what I'm trying to create...
RSI 13 dip below 40 in the past 40 days. Then I want the signal to show up once the RSI 4 has crossed above 70. That's my entrance.
Once entered, my exit would simply be once the RSI 13 crosses above 70. I don't know how to add the back time recent RSI 13 dip. I don't need an alert on it. I just this this to occur before my trigger RSI 4 cross above 70 alert.

@Insight What you would be working with would be within 40 bars for a Day timeframe for what you are calling a RSI 13 dip below 40... That would cause a trigger if the RSI went below 40 within the past 40 days, whether once or a dozen times...

Nice! That is just what I was looking for. It doesn't go down too often. I also added "and rsi 4 above 70". It limits my results and gave me what I was looking for. Thanks for the help.
