Time Level as an indicator

Hello,
There is a tool call Time Level in the drawing tools section. The icon is a clock with a vertical line on it. Does anyone know if there is a script for this vertical line? What I am trying to do is have this line pop up on my chart when an upsignal "green arrow" appears on my RSI study.

I really like adding a vertical line instead of just having an arrow. For example I use:
addverticalLine( if price_trend crosses above 0 then high else double.nan, "A B O V E", color.green, curve.firm);
addverticalLine( if price_trend crosses below 0 then low else double.nan, "B E L O W", color.red, curve.firm);
you can set the condition, what you want the line to say, the color and the line type.
